Eldorado, Diadema, São Paulo
Diadema is an urban community in the São Paulo metropolitan area. The population (38,000) in this area has a lower average income than in other parts of Diadema. It is an area characterised by high unemployment, especially among youth, and high levels of violence. The geography of the area - bordering with natural forest reserves - means that no large industry will be able to set up locally to provide employment opportunities.
ACER - Associação de Apoio à Criança em Risco (Children at Risk Foundation) is a civil society organisation that has been working since 1993 in the marginalised area of Eldorado, Diadema, to defend the rights of vulnerable children and young people and to promote social transformation.
In March 2008, supported by the Banco Real, ACER started Projeto Catalisar to support the development of the local economy. ACER is working with the community to identify the local potential, skills and knowledge that could be catalysed, mobilised and connected to wider networks. Young people in particular have been actively engaged in activities such as household surveys and a Plugging the Leaks workshop.
ACER is also working with the locally based campus of a Federal University to jointly identify ways in which the university could have a greater impact on the local economy by procuring more goods and services from Eldorado. An LM3 analysis on the University's spend is the basis for this.
A coach is providing support to entrepreneurs who wish to take forward small business ideas generated through these discussions.
